Revealed: how increasing tax makes poorer youths smoke more than the rich
Children of low-income families have more to spend on cigarettes

INCREASING TAX on cigarettes to helpdrivedownsmokingrates could have the effect of widening health inequalities between teenage smokers.

A new Scottish study has revealed that contrary to expectations, young people from poorer backgrounds have the most cash in their pockets to spend on tobacco.

In addition, they are also more likely to be able to buy cigarettes on the black market or obtain them cheaply or free from friends and family.

However, teenagers from more affluent backgrounds were found to have less money to spend and were usually able to access tobacco only through shops at normal prices.

While the researchers acknowledge there is evidence that fiscal policies are proving effective in reducing smoking among adults in low-income groups, they warn that price rises may also have the effect of widening class differentials among young people.

Lead researcher Professor Patrick West, of the Medical Research Council Social and Public Health Sciences Unit at Glasgow University, said: "Tax increases may impact on youth smoking generally, but paradoxically they are likely to impact more on those from richer backgrounds.

"This is exactly the reverse of what is found among adults, and, in the long term, might increase rather than reduce health inequalities."

The study, published in the journal Tobacco Control, examined the smoking habits of more than 2000 young people between 11 and 15 in the west of Scotland.

At 15, teenagers from poorer backgrounds were found to have more income, usually from part-time jobs, at around £15 per week, compared with those from the highest social classes, who had just under £12 to spend.

Regular smokers of the same age from the highest social classes spent an average £5.54 per week on cigarettes, compared with an average £6.98 spent by those from lower social classes.

Figures published by the Tobacco Manufacturers' Association show that the price of cigarettes in the UK is the highest in the EU. A pack of 20 costs more than £5, compared with £3.37 in France, £1.62 in Spain and just 42p in Latvia.

Maureen Moore, chief executive of anti-smokingcharityAsh Scotland, said tobacco tax had been shown to be effective in reducing smoking rates, but cautioned that it was only one part of a bigger picture.

"Cheap, smuggled and fake cigarettes aremoreavailableinlow-income communities in Scotland, which underminesfiscalmeasures,"shesaid. "Smoking rates are also higher in these communities, so young people can find it easier to get cigarettes from friends and family."

She added: "Ash Scotland wants stopsmoking services and support to be as easily accessible as cigarettes. We need to let young smokers know how addictive smoking is and offer them effective and accessible support to quit."

Neil Rafferty, of pro-smoking rights group Forest, said efforts to drive down smoking rates through legislation often had the effect of widening inequalities.

"That is one of the problems with government interventions; quite often these policies do actually widen the health divide," he said. "Research finds it also tends to ghettoise smokers.

"Ultimately the best long-term impact is going to be better education for young people, on the choices available and the health risks with those choices."

Last week legislation came into force in Scotland making it illegal for under-18s to buy tobacco. One local authority said 90% of businesses visited in the first week of the change had been found to be complying with the law by displaying the correct warning signs.

Councillor Robert Aldridge, environment leader at Edinburgh City Council, said: "The emphasis at this stage is on educating retailers on their responsibilities and to encourage compliance."

Interesting comments from Mr Rafferty about choices.
What choices does the passive smoker have,such as the child of smoking parents?
Or the terminal bronchial carcinoma patient?
Smoking is a filthy and destructive habit and should be treated accordingly. It has only been promoted because of the enormous taxation revenue it brings in,even when manufacturers and governments were fully aware of its addictive and deadly nature. It should be banned forthwith.

We definitely should be working towards banning smoking and tobacco. To be able to do so, the smoking rate will still have to be reduced fairly significantly. Continuing with tax increases, education, smoking restrictions, and smoking cessation programs will slowly but surely get us there.

As usual, the health fascists come out with their usual tripe. Why can't you leave people alone to make their own choices? If people want to smoke, it is their business, not yours. As for the government, especially the New Labour Numpty Party, they only want to maximise their tax intake from as many sources as possible, especially the less well off.

In addition, how many people come home on a Saturday night, after smoking a packet of cigarettes, and beat up their wives and kids? How many people smoke a few cigarettes and start a brawl in the street because of it? How many people have a few smokes and knife someone? So how come the health fascists are not spouting about banning alcohol? Why are they not complaining about the subsidised bars for councillors, MSP's and MP's. Is this because these self same health fascists drink themselves?

The government is against thinking and any related activity like smoking. I can't afford a holiday abroad where I could a have modest-priced social drink too without my tax money used for a media campaign from our native po-faced hypocrites.

Leisure - even 5 minutes - helps me work more effectively and efficiently.

I and many other long suffering non-smokers have no problem with you or anyone else smoking themselves to death - go ahead. However, I do not wish to inhale your second hand smoke. As for your comment about "how many people go home and beat up their wives and children after smoking a packet of ciggies" Well first of all it would be how many "men" and secondly I would suggest that there could be a great deal of men who do that because needless to say they no doubt will also be **** at the time. I am no health facist however if those whosmoke want to have a ciggie then let but when the come to the NHS with a smoke related problem then let them pay private. Smoking costs the NHS most of its budget and is the major contributin fact to heart attacks

That fire in us is called LIFE. An indudicious pint or so of chilled pure water after strenuous exertition can put it out. Moreover water is the natural home of many diseases and contagions.

Thereagain, if you live in an over-heated house, drive to an overheated office in a car, you want to drink alot of it and even spray the face and body with it.

Most scottish mornings are cold and damp verging to a bone-chilling haar. As is San Fran. You'll feel better keeping the dampness exterior. Tak aff a dram!

That ciggie probably contains more harmful ingredients than natural tobacco. What is our government saying about it to corporate business?

Actually...tobacco taxation contributes about £10 billion a year to the Treasury. Cost to the NHS for 'tobacco-related illnesses"? (i.e. anything from a heart palpitation to dandruff) is £1.7 billion. Work out the figures...

Guga, you speak with all the authority of an unenlightened fool. As with your friend Yok, you demonstrate a balanced approach to life-a chip on each shoulder -poor me, the government is to blame for all life's woes. Smoking is not a choice, it is an addiction. Smokers do not offer choices to others as they destroy the body and the environment they inhabit. The saddest thing of all is that you are so vocal in its defence.
If tobacco was discovered today it would be instantly outlawed on medical grounds.

pare have you ever thought that there is not a bottomless pit of staff for the NHS . no matter how much spent there can never be enough staff if selfish people by their lifestyle choices keep making themselves ill and causing long waiting lists into the bargain.

I see that ignorance and bigotry rule the day here...from the anti-smokers.

John Montgomery wins the special prize. He doesn't mention the (equally selfish) illness and injuries caused by drink, driving, horse-riding, mountaineering, illegal drug use, skateboarding, skiing etc etc etc.

What separates smokers from that list? Smokers pay their way. In fact, they go the extra mile as well. For every procedure a smoker needs, he pays for EIGHT other procedures at the same time. Smokers contribute over £25 BILLION to the economy, directly, or indirectly. Smokers cost less than £1.5 Billion to treat. You might want to read Hansard for 14th Feb 2006 where MP's agreed "Thats not a bad deal for the country. Not bad at all".

Its time you said a polite "Thank you", instead of vilifying, sneering, and insulting the smokers of the United Kingdom. Without them, the NHS would be terminally ill. Without them, your income tax would sky rocket. Without them, you holier than thou types would have no-one to look down upon.

Smokers today are the only minority in our society that are openly hated.

A New Apartheid has descended upon us. A new division was created by narrow-minded, trend-following cretins.

I hope that makes you feel proud.

Smokers cost the NHS and the state pension fund a fraction of what they contribute in tax, and if everyone gives up smoking non-smokers will find their own taxes going up. Serves you right.

Diabetics cost the NHS three times as much as smoking related illnesses, so why aren't the rabid anti-smokers attacking the tubbies?

Maureen Moore OBE (Order of Brown Envelope) has made a small fortune out of smoking. She has been with ASH for 12 years and is earning £50,000 per annum. Total £600,000.
If it hadn't been for smokers she would be much poorer.

The Smoking Ban Experiment has brought to the surface the HATE filled attitudes of the Anti-Smoking Brigade. Tax increases on cigarettes has always been a policy of the Anti's and it has been followed blindly by our braindead money grabbing UK Government. The so-called "Charities " ASH and ASH Scotland should be deprived of this status as their existence only results in setting one section of society against the other.Allow Landlords the choice to make their pubs either Smoking or Non-Smoking or have separate indoor smoking rooms.

I am in favour of the smoking ban. It has worked out very well as far as I am concerned, as why should non amokers have to breathe in my cigarette smoke on a night out ? But of course that doesn't satisfy the obsessives who now whinge and moan about smokers standing in the street. And why do they not display the same ire about fat people, people who do not take any excercise, people who drive about in cars all day cos they don't know how to walk ? They cost the NHS far more money than the smoker does but unlike us they dont pay for it through taxation. But the best conversations now are to be had outside the pub. So there.

Oh dear tracerace I really think you need to calm down. Perhaps have a fag it might help you to relax a bit. I dont know whether second hand smoking is damaging or not, I do know it must be irritating for people who dont smoke to be sitting in the same bar as me. So I dont mind moving outside. Its not the end of the world you know there are a lot of things to get more het up about.

When the health fascists start pushing whisky-drinkers outside pubs that should cause some consternation! It's only a matter of time before strict alcohol laws are implemented and alcohol causes far more social and other problems than tobacco-smoking. Anyway, Scottish 'antis' should be happy and feel grateful, because English tax goes to help the health service in Scotland where you have access to certain benefits/drugs the English can't have. More money from tax revenue is spent per capita in Scotland than in England. Also the amount of money being spent on all the anti-tobacco campaigns could be better spent everywhere in the UK on other things. As heart attacks are often caused by stress, there should be an increase in heart attacks due to all the stress placed on people today - in particular, smokers. Young people will always find ways to buy or have access to tobacco - and by tightening up laws, tobacco products will only become more enticing and attractive!

The smoking ban was sold to you on the basis that 'there is no safe level of secondary smoke'. If you think that might not be true I would think it worth getting het up about, because it means that government can push policy on the basis of spin.

As to non-smokers not liking smoke, I was going to bars happily for 15 years as a non-smoker and rarely found smoke an inconvenience. And in many parts of the country the non-smokers still don't go out enough to give a reasonable income to pubs. Can it be that many of them just don't like pubs/.

I can't say I'm fed up with smokers anymore, nobody smoked today, not even on a terrace.
I do really hated the smoke, that was clinging to my clothing, and coming home from a pub I had to take a shower and wash my hair all over again. Those days are gone. What a blessing.

No I dont accept that the smoking ban is an affront to liberty. Its a matter of common courtesey. We are in the minority and the majority of people do not want us blowing smoke all over them on a night out. I for one am happy to go along with that. I still smoke and no one is stopping me. When they do try and stop me excercising my free will over my own body is when I will get het up. Until then there are more important things to get annoyed about.

The level of ignorance and intolerance demonstrated by the anti-smoker as always, begger belief.

Does anyone truly believe that the continual tax increases are designed to do anything but maximize revenue? If the government TRULY wanted to discourage smoking they'd whack on a fiver.
They've had years and dozens of tax hike to precisely analyse the effects of increasing tax.

To the morons who think the NHS shouldn't treat smokers, fine. Repeal the tax on cigarettes (apart from VAT), exempts smokers from a portion of NI and we'll all have PLENTY of money to afford superior treatment under a private scheme. Make for a much fairer system than FORCING people to pay for health treatment only to be denied it when they need it because their illness is "self inflicted".
Perhaps we could extend that scheme to all alcohol related illnesses, or obesity related diseases. How about sporting injuries, how about all injuries or illnesses that occur as a result of placing yourself at elevated risk?
Why is spending X to treat someone who seriously injured themselves skiing OK when spending X to treat someone (who's paid extra tax) who's developed an illness through smoking not OK?

Yes RTS, if the extra tax put on our ciggies, was originally for any illness, supposed to be caused by smoking related illnesses to be treated. Then it is blatant theft, we should get rebated and should be able to afford to go private. Given that we pay for others, who get sick and need treatment, that would stop. The NHS has been mismanaged and the smokers are taking the flack.
How much do the hypocondriacs put into the NHS?

Intolerance leads to hatred, that is not good for our children or Country.

Illegal drugs, are not advertised, sold in shops, or taxed. Now what makes them so popular with our children? Could it be the fact they are banned at all?
We do not all want to live on Anti-depressants, I notice they are on the increase.
No wonder so many are leaving this intolerant Country.
Stress and loneliness are killers, this ban has caused social isolation for many elderly people. When the bingo halls shut, or the local pubs, that affects everyone. The majority would be happy with ventilation.
The antis were never banned from opening smokefree venus, were they? they do not care if buisnesses go under, because it is the antis who are in the minority. They will not fill all the venues.
Smokers and tolerant non-smokers do not want to be around the smoke haters either.

How many pubs and Bingo Halls have actually shut down ? I dont know the answer to that. But you guys cannot seriously be saying that the smoking ban has led to people having to take anti depressants. God's sakes, no one is stopping you from smoking you've just gotto go outside to do it. You people need to catch a grip it's just not that important.

I am fed up with being parted from my friends (who smoke) every time we go to a pub. I don't particularly like the smell of cigarette smoke, but prefer the old days when we could all drink together inside.

Great news that our lower life forms are more prone to self - elimination with a little help from their Regal King size. Logic suggests though that this Darwinian selection could be prodded along it's smelly way with 'fag allowance' for those of a workshy nature. These could be provided at manufacturing cost - only the exchequer might lose out - but this would be balanced by not having to pay for them in the first place.

Back in real life, the main tragedy is that our health care system has to waste time and money dealing with these miserable wheezy specimens.

The last picture is of a smiling face of a bright eyed relative who emigrated this summer, I'm dying to see again soon.
About TWO sets of clothes, it's the smell of smoke I always had to get rid of and that's why I had to wash my hair in the middle of the night too. I mustn't think of it anymore, also for the fact that I don't go out much either. Maybe once a fortnight on late night shopping (Thursdays). It's too dangerous to go out at night anyway.

On behalf of the Anti Smoking League, I'd just like to counter the vile slanders of the filthy smokers. We are not neo nazi facists and resent the accusation that we are.
True, our hatred and persecution of the filthy smoking vermin was the brainchild of Adolf Hitler, but that is a pure coincidence.
We do not for example have anything against the jews. Apart from jewish smokers of course.
The simple truth is, for all Hitlers faults, he at least saw the smokers for the dirty sub humans that they are. And we at the Anti Smoking League are merely continueing the Nazis crusade to stamp out these vile creatures once and for all.
Some people have the cheek to accuse us of lying about the effects of second hand smoke. I must stress that these are white lies, and are for the greater good of our healthy new world order.

While its nice to hear from fellow bigots, we at the ASL would like to stress that we do not personally carry out acts of bigotry. We like to keep our hands relatively clean. To this end we actively encourage others to commit the sordid task of persecution and hatred.
This we acheive by spreading false studies and statistics about the effects of ETS. The weak minded are easily led and these bogus facts are lapped up.
Just remember John, never allow yourself to be dragged into an argument over such studies, there are many that will seize on the floors and show us antis up for the fraudsters we are.
Of particular concern is Freedom2choose, these pro freedom types are extremely well informed and can see through our tissue of lies and propaganda.
So remember John, Always lie, never let yourself be questioned and if you are backed into a corner, use our old favourite line "The ban is here, its the law, get over it".

AS:, I would suggest you try ash, they are full of so much junk science it's not true! They are supposed to be a charity! Their figures and literature are complete junk, and any attenpt to get to the bottom of their 'facts' cannot be done for love nor money! Just shows how easy it's been for them. We should all be very very afraid.
