Scottish Political Editor A SENIOR Labour peer has been criticised after he claimed nearly £45,000 in overnight expenses to stay in a property he inherited from his late mother.
George Foulkes, who is also an MSP, billed the public to stay in a London flat registered as his company's address.
His claims were made over a two-year period in which he bought almost £600,000 of property without a mortgage and made £400,000 on another home.
The SNP branded Foulkes, who uncovered details of first minister Alex Salmond's expenses, a "prize hypocrite" and urged him to explain his bill.
Lord Foulkes, a former Labour MP, divides his time between the House of Lords and Holyrood, where he is a Lothians MSP. He was ennobled in 2005.Figures show he claimed £18,623 in "overnight subsistence" in his first year in the Lords and £26,105 in the last financial year. Peers can claim £165.50 tax-free for every night they spend in London on Lords' business.
The Sunday Herald can reveal Foulkes racked up nearly £45,000 in overnight costs for staying in a London flat he inherited from his late mother.
"Netta" Foulkes bought the Lambeth property in 1980, months after her son was elected to Westminster. Property records show he acquired the flat months after her death in 1999, and took a mortgage out on it four years later.
He went on to claw back around £45,000 in "overnight subsistence" for staying in the flat while on Lords' duty, claims that coincided with a flurry of activity in the property market. In 2005, he sold one Edinburgh property and bought another in the capital for £305,000 , without a mortgage. He sold his home in Ayrshire for £600,000 - a deal that made him a £400,000 profit - and bought a cottage in Maybole for £280,000, again without a loan.
His London abode also appears to be the business address for his work as a director and political consultant with Carrick Court Associates, which makes £50,000 per year.
The claims will put further pressure on Westminster to reform its expenses system, and come after Holyrood has been dogged by revelations over MSPs claiming public money for staying in properties linked to relatives.
Foulkes has been a staunch defender of the expenses regime at Holyrood and Westminster, despite a stream of stories about extravagant claims. He described criticisms of the Edinburgh Accommodation Allowance, which allows MSPs to charge the public for their mortgage payments, as "misguided and mischievous".
Foulkes said yesterday: "This is beneath contempt. I have stayed there since 1980. I still have costs in London. I claim for having a flat and overnight stays, including food, travel and taxis.
On whether he planned to reduce his overnight costs in the future, he said: "I don't know. Let's hope the cost of
electricity and other things is maintained at the current level."

I wonder if Lord FFoulkes can explain why FULL-TIME workers, like nurses, firefighters, school jannies etc. are not entitled to £165/day (in expenses).
Don't they have similar expenses related to the public employment? Like living cost!!!!!

If you don't actually have any expenses to pay in staying at a property you own, why is he claiming? The expenses rules should be revised so you can only claim if you have actual expenditure vouched by receipts.

The New Labour Party career politicians who have never had to work a day in the private sector, always seem to have huge financial reserves all over the place. Buy two flats for cash isnt too bad. I wish I could do that, but then again I actually have to work for a living.

If the 45k is his expenses from the Lords, that wouldn't include his ability to claim the mortgage interest while an MP before 2005. There could be another two or three years worth of claims on this property.

If your work took you away from home, wouldn't you expect to have your addtional expenses to be refunded ?

He's spent the best part of the last fifty years greedily sucking on the public teat.
How much public tax payers money has passed through this footpads sweaty fingers in all that time and what has he done for it other than amass a fortune?

If my, (or indeed your), usual place of work happened to be located 450 miles from our respective residences, would you not anticipate that the employer might reasonably expect that we should relocate to a more convenient domicile?
An enlightened employer may well contribute towards our removal expenses, however, it would be a very rare employer indeed, who would be prepared to fund our continuing commuting expenses from Scotland to London, and then pay us for “renting” our own property in London.
Foulkes is a Grade 1 freeloader, a charlatan, a sponger, a low life 1000 times more odious than a benefits cheat.
Living high on the hog at the taxpayers’ expense, and contributing nothing of any appreciable value, Foulkes epitomises all that is wrong with the corrupt and sleaze-ridden tragedy, which the Labour Party has metamorphosed into.
Franz Kafka may not have had Foulkes in mind when he wrote his somewhat dark and disturbing novel, however, picturing this particular Peer of the Realm as a giant spider with numerous legs dipped into various honey pots of public funding seems eerily appropriate.

Ever since his days at Edinburgh Uni in the 1960s, when he came to my notice as assessor or assistant to a rector who committed suicide, Foulkes has been living comfortably off the fat of the land by virtue of his membership of the great Labour family of parasitical party hacks. It seems pretty obvious they should be issued with JCB's to be able to handle the bulk and depth of this particular cesspit.

Some MSPs take a particular interest in only special planning applications. Some MSPs once a week make a complaint about something spurious - no its not just Christine Grahame.
Some of the people who rant on this website should remember everyone gets what is coming to them sometime in this life or the next so don't worry your turn will come.

It should come as no surprise that George Foulkes is most probably a multi millionaire and that he claims £180 per night for staying in his mother's old flat.

Foulkes has worked very hard for Scotland. He does indeed have a long-standing interest as well in 'the Caribbean': he sorts out aid for
the victims of the volcanic eruption on one of those islands as I remember when he was Clare
Short's deputy at UK DfID; and he was also I would remind other posters the first serving British Minister to stay overnight - in Gaza.
But his finest hour was probably still that speech he gave in the Saturday debate about
The Falklands - pressing on despite being
barracked by both sides of that jingoistic
House ....
As for Wullie who mentions Wendy: it may
also come as a pleasant surprise to find
out that there was at least one Labour MP
who knows where to find Jersey on the map
and knows that it is a tax haven ........
That MP was George Foulkes who campaigned in
the 1980's for constitutional change in The
Channel Islands and an end to tax privileges
for non-doms who hid their profits there ...
He also touched down once in The Cayman Islands in the 1980's on a similar fact
finding expedition en route to meeting

But on the key issue of expenses he has
also been a long-time campaigner on that
issue arguing that parliamentarians need
to be properly resourced. His evidence on
this goes back to The Plowden Enquiry in
1984 (if Paul Hutcheon wants to check it
for consistency over time). Plowden was
then Chairman of the Top Salaries Review
Body which looked at MP salaries and the
allowances for staff which up till that
point were pretty meagre. MPs do have to
live somewhere to perform their duties -
and the block of flats in Kennington was
in my view a pretty sensible option back
in the 1980's for Scottish MPs who lived
there (along with Callaghan - who as ex-PM hat Metropolitan Police protection from which
all residents could benefit at no extrsa
cost to the taxpayer.) The IRA threat was
very real in those days - so it is wrong
to make light of that security threat ...

then Chairman of the Top Salaries Review
Body which looked at MP salaries and the
allowances for staff which up till that
point were pretty meagre. MPs do have to
live somewhere to perform their duties -
and the block of flats in Kennington was
in my view a pretty sensible option back
in the 1980's for Scottish MPs who lived
there (along with Callaghan - who as ex-PM hat Metropolitan Police protection from which
all residents could benefit at no extrsa
cost to the taxpayer.) The IRA threat was
very real in those days - so it is wrong
to make light of that security threat ...

£180 a night, £26k a year to stay in somewhere that's already been bought and paid for... Foulkes is at it, he's been caught bang to rights and well you know it!
Interesting also that he runs a political consultancy from there... isn't paid lobbying and political consultancy in breach of the Holyrood code of conduct for MSPs?

opposed test drilling in the Ayrshire
hills for nuclear waste disposal. But
