By Paul Hutcheon, Scottish Political Editor SCOTTISH LABOUR'S attempt to win the Glasgow East Westminster by-election and save Gordon Brown's job has suffered a humiliation after it emerged the party was about to select its fourth-choice candidate.
Margaret Curran, already an MSP in the city, is likely to become Labour's pick to fight the crucial contest in Glasgow - but only after three others knocked back the job.
Councillor George Ryan walked away from the candidacy on Friday, while local authority leader Stephen Purcell and local MSP Frank McAveety both turned down appeals to stand.
Curran has also left herself open to accusations that she will be a part-time MP after it became clear she has no immediate plans to resign her MSP post.
The shambolic developments follow a chaotic week for Labour after the resignation of sitting Glasgow East MP David Marshall, prompting a by-election that could determine Brown's future as prime minister.
Curran, presently an MSP who represents a large chunk of Glasgow East at Holyrood, has agreed at the 11th hour to put her name forward as the Labour candidate ahead of the re-arranged selection meeting tomorrow.
However, this was only after the favourite to win the Labour nomination, local councillor George Ryan, shocked his party by declining to show up for the selection contest on Friday night.
His unexplained withdrawal prompted party bosses to plead with Glasgow City Council leader Purcell to stand, an overture that was rebuffed.
The Labour hierarchy then approached Glasgow Shettleston MSP Frank McAveety about a possible
candidacy, but he too declined the offer. It was only after Scottish Labour received at least three knockbacks - ex party general secretary Lesley Quinn is also said to have been approached - that Curran agreed to put her name forward.
The farce means that Labour has started its most crucial by-election in decades without a candidate in place.
Curran is expected to win the nomination and put up the fight against the SNP's attempt to overturn a 13,500 Labour majority when the poll is held on July 24.
The by-election has national significance as defeat for Labour would put pressure on Gordon Brown to stand down as prime minister.
A loss in Glasgow would be taken as a sign that Brown cannot even win seats in Labour's Scottish heartland.
But Curran, who was tipped as a contender to replace Wendy Alexander as Labour's Holyrood leader, is expected to be criticised for wanting to "double up" as an MP and an MSP.
It is expected that the former communities minister will not give up her Holyrood post immediately, which will lead to accusations that Curran will be a part-time MP.
Labour sources suggested, however, that she would only draw one salary and work from one office.
Curran said: "I am putting my name forward for the Labour nomination as Labour candidate for the by-election. I have decided to do this because I'm deeply committed to the communities of the east end of Glasgow."
Her last-minute bid to become a candidate followed Ryan pulling out of the race on Friday for family reasons.
In a statement released yesterday, he said: "It is with regret that I have today removed my name from the shortlist of potential candidates. In the last 24 hours, I have come to recognise the pressures that this campaign would put on my family life and I have taken the decision to put my family first."
Meanwhile, the race to succeed Wendy Alexander as Holyrood leader is set to include at least two candidates.It is understood East Lothian MSP Iain Gray and party deputy leader Cathy Jamieson are certain to stand, while East Kilbride MSP Andy Kerry has yet to declare his intentions.
Hamilton South MSP Tom McCabe, a former finance minister, is also being urged to stand by a number of councillors and colleagues at Holyrood.Glasgow Cathcart MSP Charlie Gordon is also in the frame, while Eastwood MSP Ken MacIntosh has taken soundings about a possible bid. First Minister ALex Salmond said: "The bizarre twists and turns in Labour's candidate selection shambles are chaos theory in action. They are scrabbling around trying to find someone - anyone - who is either able or willing to be their candidate. Labour are treating the people of Glasgow East with contempt - and the people will have their say on July 24."

Labour are hte party that must have known about David Marshall's intention to step down before anyone else did - and so, should have been ready to hit the ground running....instead of which they are left scrabbling around in the mud!
It's almost like - where were you when Kennedy was shot....where were you when Labour disintegrated before your very eyes!

Astonishing news, it's as if they've given up. Seriously how can anyone at John Smith House honestly believe that Curran is the woman to reverse the national decline.

name recognition is worth 1 or 2 per cent. that may be the difference.
it worked for the snp/salmond in may07; people with little knowledge will vote on name recognition.
there should be evidence that the postal votes have by now been sent out in time for people to receive them and still go away on holiday.
assuming this can be achieved by alexander's rag time band. this aspect will perhaps decide the election.

David Marshall, 67, who has quit to spark the Glasgow East by-election on July 24, used the expenses to pay for a constituency office and staff.
But Mr Marshall's office was in his semi-detached Glasgow home and he employed his wife Tina as his secretary. It is also believed he paid his daughter Christina to work from his home from the same pool of money.
A Commons spokesman said MPs can use their home as an office but only claim for additional costs like 'extra phone lines, heating and lighting'.
From 2001-2007, Mr Marshall claimed £91,000 incidental expenses provision, which is used to pay for constituency offices, plus £400,000 for staff and £11,000 for their travel expenses.
He listed only one member of staff on the Commons register - Christina Marshall. It was unclear if this was his wife Tina or daughter Christina.
Neighbours and political sources said his wife had worked for him - with Labour ex-Minister Brian Wilson saying that Mrs Marshall had worked for her husband as a constituency secretary.
Mr Marshall is said to be suffering clinical depression. Party sources said he felt 'under pressure' over the expenses allegations.
The family refuses to comment on why he spent so much on office expenses, why he ran an office from home and what family members were on his payroll.

Redcliffe - in order for your theory to be true, surely the name recognition must have a
POSITIVE effect.

Eleven Labour Glasgow City Councillors, including Councillor George Ryan, who last night suddenly pulled out of the contest to represent Labour in the crucial Glasgow East by-election, were reported to the Standards on 18 June 2008 in connection with a controversial land deal in the city centre.
The complaint surrounded their conduct in relation to the controversial attempt to close down the 150 year old Paddy’s Market in the city and obtain land on which the market is currently located.
The complaint which was submitted to the Standards Commission of Scotland by a representative of Paddy’s Market traders claimed that Councillor Ryan misled the council in a report he presented to the council’s Executive Committee which recommended the council purchase the head lease of the land where the market is situated and for the historic Paddy’s Market to be closed down.
The report which was presented by Councillor Ryan at a meeting on 20 March 2008, and subsequently led to the council’s endorsement of its recommendations, stated that the owners of the land had agreed to provide the lease at a reduced rate to the Council. However, the forty page complaint document submitted to the Standards Commission included information that clearly indicated that no such deal had been made with the council.
Councillor Ryan also faces investigation for other breaches of the Code of Conduct in relation to this matter along with ten other high profile Glasgow City Council Labour councillors including the Council leader, Steven Purcell.
Paddy’s Market representative, Brian Daly said:
“This market has been here for over 150 years, and my family has been trading here for three generations. The Labour councillors who are intent on closing us down have failed in their responsibilities as elected members to engage with us at any time in relation to this. They have, instead, chosen to make backroom decisions and bulldozer them through without any regard for the democratic process.
“The whole affair has been one of misrepresentation of the facts to the public, the media and to the council itself. We live in a democratic society yet, some of those who we trust to carry out duties on our behalf have chosen to make decisions and disregard the wishes of the electorate.
“Labour councillors refused to share vital information with other elected members from other political parties who also represent this area or include them in the vital stages of the decision making process. Instead there has been a sustained approach by some Labour councillors and council officials to make unsupported claims both in council and through the media locally in an attempt to gain public and council support for their project.
“Elected members who behave in such a way should and must be held fully accountable for their actions, and whilst it would be inappropriate for me to pre-empt the findings of the Standard Commission investigation, I believe the evidence against those Councillors involved is pretty damning. We won’t put up with the bully boy tactics of the council any longer. We very much look forward to the outcome of the investigation.”

David Marshall is said to be suffering from clinical depression - well yes I think I can understand that - if I'd been pauchlin half a million quid for the last six years and was about to be exposed, then I might just suffer a wee bout myself...
I do hope that this is not the start of a worrying trend amongst Labour's finest, as wasn't it reported that Anne Moffat of expenses fame and mugging claim might also be somewhat depressed? I trust the investigation into that sorry episode for the poor lady is still being vigorously pursued by Lothian & Borders finest and that the muggers will soon be brought to justice.

I can't believe this is for real. Why aren't Labour people scrambling to get their snouts in the Westminster trough? Why have three (possibly four) of them turned down the chance? One other final thought. When has Scottish politcis been so much fun. The blogs are brilliantly funny and perceptive. Even if you hate the SNP, even if you believe that every one of them is in it to get their snouts as far into teh trough as possible you still have to admit at least politics in Scotland is for the first time in many years interesting.

If reports elswhere are true, David Marhsall's real rerason for going was being caught in a half million pounds expenses fiddle, and George Ryan's reason for pulling out is that he (along with Purcell and others) is being investigated for corruption over the sale of the Paddy's Market land. Neither case, of course being reported by the Scottish Press.

I have just read the article referred to in Professor Van Rental's post, and must say that this has put me off supporting Labour for ever.
Any M.P who is guilty of such an obscenity must surely be at risk of "clinical depression".
If Gordon brown does not rigorously stamp down on these practices, he will deserve all he gets.
Mr. Marshall must account for his massive expenses claims. His clinical depression must not be an impediment to doing so. After all, it is our 500,000 pounds that has been paid to him.

The public perception of our elected representatives must now be at an all time low. The Scottish Government are to be applauded for their efforts on transparency and accountability, however there seems to be no political will in Westminster to take any action to right these abuses of the public’s trust and purse.

The drawing ranks to protect their own, which is really uniting to protect themselves; who can say what practices a properly run investigation by impartial forces would uncover? It would not be pretty. But it needs to be exposed. The Augean Stables? A doddle compared to this.

I am going out on a limb here, and I am going to suggest that the £500,000 he claimed over the last 6 years for the use of a room in his semi-detached house, and the services of, let’s be charitable, his wife and his daughter (only one name listed on the MP’s register of employees), was not all above board.
If that is in fact the case, Mr Marshall has been lifting a reasonable salary, an unfeasible amount of expenses, and, having scented the hounds, has now gone to ground with the prospect of a highly attractive (to most of the country) pension. Is that it? Does this end here? Is resignation the line that we draw under these thieves and charlatans? I don’t particularly want to single out Marshall, as I believe this is widespread to a degree that would probably take our collective breath away, but we need more than a tearful goodbye to the trough.
Two points from this: Firstly, Westminster needs to be auditing these expense claims on an urgent basis, with Police involvement and criminal charges brought where appropriate. Secondly, the Scottish Government must be vigilant and not allow this situation to arise at Holyrood, unlike Westminster where it has been going on so long it is part of the infrastructure. It would be helpful if we were Independent.
One last thing, I hope the voters of Glasgow East have the imagination to see what a difference even a small fraction of Marshall’s “expenses” would make to, for instance, a pensioner struggling to save for a fuel bill.
I have supported, worked for, and been a member of, the Labour Party, never again will they receive a vote of mine.

Labour had the chance to eradicate Toryism and they have blown it.As a republican rather than a nationalist , SNP is my only hope if they have the bottle.Independence or Cameron , with the Thatcherite reptiles that will emerge and pull that puppets strings?? ; you choose. GCC leader Purcell? - closing local schools , embracing privatisation with a zeal Micky Forsyth only dreamed of , Commonwealth games (that will bleed the people of Glasgow dry) as a monument to his ego (like that great white elephant of Scottish Labour , Mr Dewar and his lego confection in Holyrood) his councillors coming to local meetings in the douce suburb of Cathcart with a police bodyguard for goodness sake. It would not be a bad idea if a Police committee were appointed to interrogate ALL expenses submitted by MP's before approval for payment.

I am certain that MP's of all parties are equally guilty of defrauding the taxpayers of this country. The honest - or reasonably honest ones - will be difficult to find.
